Sec. 57a. Limitation on allowance authority of Committee on
House Oversight
(a) In general
An order under the provision of law specified in subsection (c) of
this section may fix or adjust the allowances of the House of
Representatives only by reason of--
(1) a change in the price of materials, services, or office
space;
(2) a technological change or other improvement in office
equipment; or
(3) an increase under section 5303 of title 5 in rates of pay
under the General Schedule.
(b) Resolution requirement
In the case of reasons other than the reasons specified in paragraph
(1), (2), or (3) of subsection (a) of this section, the fixing and
adjustment of the allowances of the House of Representatives in the
categories described in the provision of law specified in subsection (c)
of this section may be carried out only by resolution of the House of
Representatives.

The provision of law referred to in subsections (a) and (b) of this
section is section 57 of this title.
