A.M. No. 91-2-434-RTC.- Re: Official seat and jurisdiction of the Regional Trial Court, Branch 4, Dolores, Eastern Samar.- Acting on the (a) agreement between Judge Conrado O. Lupos, Regional Trial Court, Branch 5, Oras, Eastern Samar and Judge Feliciano C. Lozada (who was appointed on October 16, 1990 to the Regional Trial Court, Branch 4, Dolores, Eastern Samar, which is still unorganized) dated November 19, 1990, on the area of jurisdiction of their respective branches; as well as (b) Resolution No. 31, Series of 1990 of the Sangguniang Bayan of Taft, Eastern Samar, requesting that Branch 4 be stationed in Taft, instead of in Dolores, Eastern Samar; (c) Resolution No. 04, Series of 1991 of the Sangguniang Bayan of Dolores, Eastern Samar, and the separate indorsements of Judge Feliciano C. Lozada and Executive Judge Paterno T. Alvarez, Regional Trial Court, Branch 2, Borongan, Eastern Samar, and considering the proposal of Judges Lupos and Lozada to amend the current jurisdiction per Administrative Order No. 7, Series of 1983, the Court Resolved to (a) APPROVE the proposal of Judges Lupos and Lozada; and (b) AMEND Paragraph 3 of the heading "Eight Judicial Region" entitled Eastern Samar of Administrative Order No. 7, Series of 1983 to read as follows: 

"Branch IV with seat at Dolores � comprising the municipalities of Can-avid, Dolores and Maslog. 

4. Branch V with seat at Oras � comprising the municipalities of Arteche, Jipapad, Oras and San Policarpo."

The Court further Resolved to DIRECT Judge Feliciano C. Lozada to begin hearing and deciding cases cognizable thereby by his court.

The request of the Sangguniang Bayan of Taft, Eastern Samar that the Regional Trial Court, Branch 4, Dolores, Eastern Samar be stationed in Taft, instead of in Dolores, Eastern Samar is hereby DENIED.
