Please take notice that the Court en banc issued a Resolution dated DECEMBER 1, 2011, which reads as follows:

Secretary De Lima presented her arguments on issue D and thereafter, she was interpellated by the Members of the Court.

After hearing the issues and arguments raised, the Court Resolved, in open Court, to require the parties to simultaneously file their respective MEMORANDA not later than January 2, 2012. Thereafter, with or without the memoranda, the cases shall be deemed SUBMITTED for resolution."chanrobles
