GREETINGS:
WHEREAS, the Supreme Court, on September 13, 2011, adopted a resolution in the above-entitled case, to wit:cralaw
G.R. No. 196271 (Datu Michael Abas Kida, et al. vs. Senate of the Philippines, et al.); G.R. No. 196305 (Basari D. Mapupuno vs. Hon. Sixto Brillantes, Jr., in his capacity as Chairperson of the Commission on Elections, et al.); G.R. No. 197221 (Rep. Edcel C. Lagman vs. Hon. Paquito N. Ochoa, Jr., in his capacity as the Executive Secretary, et al.); G.R. No. 197280 (Almarim Centi Tillah, et al. vs. The Commission on Elections, et al.); G.R. No. 197282 (Atty. Romulo B. Macalintal vs. Commission on Elections, et al.); G.R. No. 197392 (Louis "Barok" Biraogo vs. Commission on Elections, et al.); and G.R. No. 197454 (Jacinto V. Paras vs. Executive Secretary Paquito N. Ochoa, Jr., et al ).- The Court Resolved to
(a) GRANT the Respectful Motion to Admit Memorandum dated September 6, 2011 filed by Atty. Jacinto V. Paras, petitioner in G.R. No. 197454, praying that his Memorandum be duly admitted in the instant proceedings;
(b) NOTE the aforesaid Memorandum dated September 5, 2011 filed in compliance with the resolution of August 16, 2011; and
(c) NOTE the Manifestation and Motion dated September 6, 2011 filed by Louis "Barok" C. Biraogo, petitioner in G.R. No. 197392, praying that he be given leave of court to adopt the Memorandum filed by petitioner Paras as his own Memorandum except as to the contents thereof which apply exclusively to petitioner Paras.
The Court further Resolved to ISSUE a TEMPORARY RESTRAINING ORDER (TRO), effective immediately and until further orders from the Court, enjoining and prohibiting the implementation of Republic Act No. 10153. In the event that the subject cases are not decided by September 30, 2011 (the end of the term of the incumbent ARMM elective officials), the following incumbent ARMM elective officials shall continue to perform their functions on a holdover capacity pursuant to Section 7, Article VIII of Republic Act No. 9054:

NOW, THEREFORE, effective immediately and until further orders from the Court, You, Public Respondent OFFICE OF THE PRESIDENT, your agents, representatives, or persons acting in your place or stead, are hereby ENJOINED from implementing Republic Act No. 10153. In the event, that the subject cases are not decided by September 30, 2011 (the end of the term of the incumbent ARMM elective officials), the aforenamed incumbent ARMM elective officials shall continue to perform their functions on a holdover capacity pursuant to Section 7, Article VIII of Republic Act No. 9054.
