RE: REQUEST OF EXECUTIVE JUDGE WINLOVE M. DUMAYAS, RTC, MAKATI CITY FOR EXEMPTION FROM THE STRICT IMPLEMENTATION OF SECTION 5, CHAPTER V OF A.M. NO. 03-08-02-SC WHICH EXCLUDES VACANT BRANCHES FROM THE RAFFLING OF CASES

Quoted hereunder, for your information, is a resolution of the Court en Banc dated August 28, 2007
"A.M. No. 07-8-394-RTC- Re: Request of Executive Judge Winlove M. Dumayas, RTC, Makati City for Exemption from the Strict Implementation of Section 5, Chapter V of A.M. No. 03-08-02-SC which Excludes Vacant Branches from the Raffling of Cases.- The Court Resolved, upon the recommendation of the Office of the Court Administrator, to
"A.M. No. 07-8-394-RTC- Re: Request of Executive Judge Winlove M. Dumayas, RTC, Makati City for Exemption from the Strict Implementation of Section 5, Chapter V of A.M. No. 03-08-02-SC which Excludes Vacant Branches from the Raffling of Cases.- The Court Resolved, upon the recommendation of the Office of the Court Administrator, to
(a) NOTE the letter dated June 28, 2007 of Executive Judge Winlove Dumayas, RTC, Makati City requesting exemption from the application of Section 5, Chapter V of A.M. No. 03-8-02- SC (Re: Exclusion of vacant branches from raffle of cases);
(b) GRANT the request for exemption from the application of Section 5, Chapter V of A.M. No. 03-8-02-SC (Re: Exclusion of vacant branches from raffle of cases);
(c) AUTHORIZE Executive Judge Winlove M. Dumayas to include RTC, Branches 64, 65 and 135 in the raffle of newly filed drug cases; and
(d) DIRECT Executive Judge Winlove M. Dumayas to ensure that newly-filed drug cases shall be raffled on a 2:1 ratio as follows: two (2) newly-filed drug cases to Branch 63, having a regular judge thereof; and one (1) newly-filed drug case each to Branches 64, 65 and 135. Regular procedure on the raffle of newly filed drug cases in accordance with A.M. No. 03-8-02-SC dated February 15, 2004, shall be followed, once regular judges are appointed to said vacant branches." Quisumbing, J., on official time.
